What does this indicator measure?

This indicator is a measure of the Syracuse City government tax levy from 1996 to 2009.  Also provided are the constitutional tax limit, total exceptions, and total levy subject to the constitutional tax limit.  Be sure to check out the attached excel file for more detailed, year-by-year data on the tax levy.
