What does this indicator measure?

This indicator is a measure of the total number, and percent, of  2011 residents in Syracuse and Onondaga county broken out by English Language Skills.  The results are compared to other similar, upstate cities and counties.   Information for 2010 is also included in the attached spreadsheets.
