What does this indicator measure?

This indicator is a compilation of several measures showing Federal Aid (in dollars) provided to Onondaga County and the City of Syracuse.  The total amount of Federal Aid is shown for both municipalities in 2011 and bench marked against similar, upstate cities and counties accordingly.  Also is the amount of Federal Aid supplied to Onondaga County and Syracuse over time and some detail on what the Federal Aid was supplied for.
