What does this indicator measure?

This indicator measures the Annual Payroll, Number of Paid Employees, and Total Establishments for the Private Management of Companies and Enterprises Industry in 4 similar Upstate Counties. The measure is presented for the Albany, Erie, Monroe and Onondaga County from 1998 to 2010.
