What does this indicator measure?

This indicator is a measure of the health insurance coverage by type in 2010.  Data is provided for the City of Syracuse, Onondaga County, New York State, and the United States.  Similar upstate cities and counties are also included.  Coverage numbers and rates are the product of a survey and thus subject to variability.
