The transportation network that connects different jurisdictions within the same region is critical for improving the efficient functioning of labor markets, increasing labor market flexibility, and providing access to employment. Transportation is, after all, a means to an end. The 2011 Brookings report, “Missed Opportunity,” measures how well transportation networks in metropolitan areas connect workers to these ends: jobs. It reports how many people are covered by transit and how many jobs they can reach (at their skill set) within a reasonable amount of time.–explanation courtesy of the Brookings Institute
