What does this indicator measure?

This indicator measures the percentage of adults in Albany, Monroe, Onondaga, and Erie counties as of 2008-2009. According to the Arthritis Foundation,  arthritis is a complex family of musculoskeletal disorders consisting of more than 100 different diseases or conditions.
