What does this indicator measure?

This indicator measures the percentage of adults diagnosed with asthma as of 2008-2009 in Albany, Onondaga, Monroe, and Erie counties. According to the US Department of Health & Human Services, asthma is defined as a long-term, chronic inflammatory disease that blocks the free flow of oxygen to and from the lungs.
